4. How long it takes to process & fees?
5. Can i apply the VISA 4-5 months earlier before the actual depart date to China?

I am a Singaporean presently residing in Malaysia. I am going to China Zhangjiajie for a holiday 26 Oct to 2 Nov 2012 (8 days). I am flying from Kuala Lumpur to Changsa. I know I do not need any visa application. I just want to confirm if it makes no difference whether I fly from Singapore or Malaysia? I was told that for a country like USA, even if a visa is waived for some countries, one still has to apply for approval under visa waiver program and pay a fee.

My friend, a Philippines citizen but Singapore PR, has been told that she must wait 3-6 months for a tourist visa. In the past she has received multiple enty visas (her visa expired this month) within a week. She has been visiting me in Shanghai (I am China resident) regularly over the past 3 years and this is the first time she has encountered a problem. Rather disturbing, as she has air tickets for Christmas. Why the change in policy??
